Purpose

Seek approval to award contract(s) to successful Electric Vehicle Charging Point Operators

Decision

1. Approved the outcome of the procurement process and award contracts to two Electric Vehicle Charge Point (EVCP) providers, Believ Limited (Company number 12231122) and Zest Eco Limited (Company number 13263625), following an open tender exercise undertaken in collaboration with Lewisham Council. The contracts will be for a period of 15 years, with the option to extend for up to an additional 1 year (for a total potential duration of up to 16 years) from approximately 1 November 2026.
2. Approved the award of contracts following a procurement process structured into three lots (distinct contract packages), with a total estimated value of £271.988 million. If all contracts are extended by a further one (1) year, the estimated maximum contract value is £290.12 million. This comprises £2.981 million in LEVI funding, alongside significant private sector investment.

-  Lot 1: To be awarded to Liberty Charge Believ Limited, who have offered to install up to 2,725 charge points. The total estimated contract value is £100.185 million over the initial fifteen (15) year term, increasing to £106.864 million should the contract be extended to sixteen (16) years.

-  Lot 2: To be awarded to Liberty Charge Believ Limited, who have offered to install up to 2,751 charge points. The total estimated contract value is £101.141 million over the initial fifteen (15) year term, , increasing to £107.883 million should the contract be extended to sixteen (16) years.

-  Lot 3: To be awarded to Zest Eco Limited, who have offered to install up to 1,922 charge points. The total estimated contract value is £70.662 million over the initial fifteen (15) year term, increasing to £75.373 million should the contract be extended to sixteen (16) years.

The Council will not bear any direct financial burden for the installation or operation of the infrastructure. All capital and operational costs will be met by the appointed supplier(s). This industry standard approach also provides the potential for income generation for the Council through concession payments from the contract(s) with the operators.
