Purpose

This report seeks approval to procure and implement a modern, automated, and integrated Penalty Charge Notice Processing System (PCN) for Hammersmith & Fulham Council, replacing the current system before contract expiry in March 2027. The new system will support efficient, compliant, and resident-friendly management of parking enforcement, correspondence, payments, appeals, and debt recovery.

Decision

1. Appendix 1 is not for publication on the basis that they contain information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in Paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).
2. The Cabinet Member for Climate Emergency and Travel is asked to approve the procurement strategy for a new contract for the provision of a Penalty Charge Notice (PCN) Processing System.
3. The procurement process will seek to initiate a further competition via Lot 4 – Civil Enforcement Systems of the Eastern Shires Purchasing Organisation (ESPO) Parking Management Solutions Framework (509_23).
4. The contract will be for an initial period of three (3) years effective from 1 April 2027 with the option for extension by a further period(s) of up to two (2) years, for the Contract Award Value included in Appendix 1 (the “Contract Award Value”).
