Purpose

The procurement seeks to appoint a provider to deliver an Environmental Enforcement Service across the borough following the successful pilot and contract extension. The service will provide additional enforcement capacity to tackle environmental crime, improve compliance with environmental regulations, support cleaner streets and a better public realm, and ensure continuity of service beyond the expiry of the current contract in November 2026.

Decision

1. That Appendix 1 is not for publication on the basis that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).
2. To approve the procurement of an Environmental Enforcement Service contract through a full competitive procurement exercise.
3. To approve the proposed contract term of four years applying a 2+1+1 model of two years, with the option to extend by up to a further two years, subject to satisfactory performance.
4. To note the positive outcomes achieved through the current Environmental Enforcement Service contract, which have informed the recommendation to procure a longer-term arrangement.
