Purpose

The report proposes a consultation with stakeholders on the A board policy with two options, 1) to continue the current licence regime but with increased enforcement measures, 2) to have a complete ban on A boards across the borough. The report also proposes a trial ban on A boards along Uxbridge Road in response to repeated complaints and to feed into the consultation on the final policy position.

Decision

1. To undertake a borough-wide consultation on whether to prohibit the placement of advertising boards anywhere on the highway in Hammersmith and Fulham or retain the current licensing policy and issue penalty fines if not complied with.
2. To prohibit advertising boards on Uxbridge Road from October 2026 for a period of 12 months as per the proposals in paragraphs 37-42, as a targeted response to repeated complaints and as a trial to inform the borough-wide consultation and decision on the prohibiting A Boards. The area of Uxbridge Road to be included in the trial is from its junction with Ariel Way to the Borough Boundary with the LB Ealing and includes all side roads off Uxbridge Road to the point where premises fronting Uxbridge Road end. 
3. To engage with businesses on Uxbridge Road, the disabled residents’ team (DRT) and local disabled residents’ representatives before and after implementation of the Uxbridge Road prohibition, with feedback incorporated into the final report on the borough-wide approach.
