It is recommended that the Director of
Housing, Regeneration and Planning in consultation with the
Director of Finance (S151 Officer) and after consultation with the
Cabinet Member for Housing and Estate Renewal, agree to:
(a) to enter the Deed of Grant with Crouch End (FEC) Limited
relating to Rose Place and the Annexe in the form set out in
Appendix A which incorporates the changes from the form of deed of
grant agreed within the Acquisition Agreement dated 30 November
2020, those changes described in more detail at paragraphs
5.13-5.18 of this report.
(b) to enter the Deed of Grant with Crouch End (FEC) Limited
relating to Hornsey Town Hall Square in the form set out in
Appendix B which incorporates the changes from the form of the deed
of grant agreed within the Acquisition Agreement dated 30 November
2020, those changes described in more detail at paragraphs
5.13-5.18 of this report.
Reasons for the decision
The eleven homes will contribute to the
Borough’s Plan commitment to deliver 1000 new Council homes
at Council rent by 2022 as part of a new era of Council
homebuilding in Haringey.
Alternative options considered
The Council could attempt to negotiate
improved terms. This option was rejected because these terms are
already the result of very lengthy negotiations and are assessed as
being acceptable to the Council.
