approves to waiver 8.03 under CSO 10.01.1 b) and approve of the
waiver and award in accordance with CSO’s 10.01.1b, 9.07.1(c)
and 10.01.2 d) (ii) (iii), 18.01.01, 18.01.2(d) and
18.01.4(b).
