It is recommended that:

The Head of Housing Development approves awarding a contract to MK
Surveys in accordance with CSO 11.01 and 11.02 for the amount of
£10,395 + VAT.

It should be noted that the approval to award a contract was
previously granted on 2nd June 2025 for the amount of £4,860
plus VAT. This approval was based on an evaluation error by the
scheme’s Employer's Agent, as not all activities included in
the quote were accounted for in the cost analysis.

As a purchase order has not yet been created, this does not
constitute a contract variation. We are therefore seeking new
approval to rectify the price evaluation error and award the
contract at the value of £10,395 plus VAT.

This contract pertains to Topographical & Buried Utilities
Survey services for the delivery of affordable homes at the Kings
Road N17 Car Park development.

This appointment and reports, survey and assessments will support
the submission of the planning application.

Reasons for the decision

The Kings Road (N17) Car Park site has been
designated by Haringey Council for the direct delivery of new
Council homes. The project requires a multi-disciplinary
consultancy to manage the site from RIBA Stage 1 to 3.

Alternative options considered

The Council could opt not to appoint this
consultant; however, this decision would adversely affect and
hinder the delivery of new council homes. Conducting this survey is
a mandatory requirement.
