For the Director of Adult Social Care to approve a variation of
contract to John Rowan Partnership (JRP) by £18,776 varying
the contract sum from £99,497 to £118,273 as allowed
under Haringey’s Contract Standing Orders (CSO’s)
18.03.3 and 2.05.1(n)
Reasons for the decision
At the point of anticipated handover on the 21st of February 2025,
the Mechanical Engineer employed by the Multi-Disciplinary Team
(Ingleton Wood) identified issues with the fire dampers across the
scheme. Fire dampers provide the integrity of the fire compartments
where pipes enter floors and walls in protected corridors and their
correct specification and installation are therefore a prerequisite
to handover.
Following intrusive surveys which entailed the removal of completed
areas of ceilings and walls it was established that the dampers
were either incorrectly installed, missing or the damper type was
not correct for purpose. Ingleton Wood have provided a design and
specification for these additional works which have been priced by
the Contractor Kind Diamond Consortium (KDC) and a programme
provided to complete this and additional work requested by the
Client including hand-dryers and zip taps in communal areas.
This has led to an increase in the scope of work that requires cost
consultancy input and a delay to the completion programme.
It should also be noted that approval of this additional
expenditure has been obtained via the Major Projects Change Control
Board, Spend Board and the Cabinet Member Signing to uplift the
scheme budget held on the 28th of May 2025.
Alternative options considered
The use of an alternative consultant to
undertake these works was considered although due to the timescale
for procurement and inherent knowledge of the scheme this was
discounted.
