It is recommended that:

The Head of Housing Development approves awarding a contract to
Charles Ramsden Consultancy for Employers Agent (EA) services for
the scheme known as Grasmere Court for the value of £25,200
plus VAT in accordance with CSOs 11.01 and 11.02.

Under the revised Contract Standing Orders, a single quotation may
be obtained for contracts up to the value of £25,000 without
requiring a competitive process. While this commission slightly
exceeds that threshold, Strategic Procurement has reviewed the
proposal and approved the progression of a Request for Quotation
(RFQ). This approval ensures the procurement remains compliant with
Council procedures and reflects appropriate governance and
value-for-money considerations.

The Housing Delivery team is therefore authorised to proceed with
the RFQ process, ensuring compliance with Council procedures and
securing value for money through a competitive and transparent
approach

Reasons for the decision

The Grasmere Court scheme achieved planning
permission in October 2024 for the delivery of 3 self-contained
flats, erection of separate bulk bin/recycle store for Grasmere
Court site, and associated landscaping.

This appointment supports the delivery of this scheme.

Alternative options considered

The Council could opt not to appoint this
consultant; however, this decision would adversely affect and
hinder the delivery of new council homes. Conducting this survey is
a mandatory requirement.
