Decision

For the Delivery Director Capital Projects and Delivery to approve entering into a contract with Airey Miller Ltd to provide EA/QS services in regard to the development of a Homeless Families Lodge on Station Road N22 7ST for a sum of £113,900 pursuant to Contract Standing Orders 8, 12.02 and 2.05.1n approve award of Contract with a value up to £500,000

Reasons for the decision

Haringey is struggling to meet its statutory obligations to Homeless Families. Currently this means that families are being housed temporarily in hotels and B&Bs in Haringey and beyond. This is expensive for Haringey and undesirable for other reasons.

Station Rd is a currently empty side adjacent to Alexandra Palace Station. In the long term it is identified for redevelopment as part of Crossrail 2 but in the short to medium term it offers an opportunity to build a temporary homeless facility that will reduce costs to Haringey and provide a better outcome for homeless families

The works were tendered via DPS.

Alternative options considered

Option 1 – Do nothing. It is highly likely that demand for homeless family’s accommodation will continue to be a pressing issue for Haringey. Doing nothing will mean that Haringey will continue to need private costly temporary accommodation (often outside the borough)

Option 2 – Approach the market. The procurement process yielded four responses; there are no reasons to believe that retendering will lead to a better outcome and will create delays.

Option 3 – Appoint My Holdings Group Ltd who have been through the council’s formal procurement process and provided the best value tender.
