It is recommended that:

The Head of Housing Development approves awarding a contract to
Silver DCC for tender cost analysis services for the scheme known
as Barbara Hucklesbury for the value of £5,500 plus VAT in
accordance with CSOs 11.01 and 11.02.

The scheme’s appointed Employer’s Agent (EA) contract
was terminated in July 2025. At that point, the scheme was already
out to tender, and to ensure continuity, Silver DCC was appointed
on a short-term basis to support the conclusion of the tender
evaluation process and assist with contract finalisation.

Reasons for the decision
