It is recommended that:
The Head of Housing Development approves extension of a contract to
Markides Associates Ltd in accordance with CSO 11.01 and 11.02 for
the additional amount of £1,800+VAT, to carry out additional
Transport Consultant services on the 505 Archway Road Development.
This is an extension to the original contract which totalled
£11,000+VAT. Subject to approval, the total contract value
would be £12,800+VAT.
This appointment will support the submission of the planning
application.
Reasons for the decision
The 505 Archway Road site has been designated
by Haringey Council for the direct delivery of new Council
homes.
Markides Associates Ltd have previously provided Transport
Consultant services on this scheme, appointed in accordance with
CSO 11.01 and 11.02.
Additional information has recently been identified as required to
support a robust planning application and tender submission. This
includes revised Road Safety Audits relative to the proposed road
crossings adjacent to the site, to be carried out in accordance
with TFL approved brief and by TFL approved 3rd party
auditors.
Markides Associates Ltd have existing knowledge of the particulars
of the project and are therefore well placed to carry out the
additional required Transport Consultant Services up to planning
and RIBA Stage 3, within the tight timescales required.
Alternative options considered
The Council could run a competitive tender to
identify a consultant for these services. This option would mean
that any new consultant appointed would have none of the required
background information on the scheme, meaning the project would
incur further cost and delay to the planning submission and any
subsequent tender process, with potential risk in achieving GLA
grant funding.
The Council could decide not to appoint this consultant or to
commission further Transport Consultant services up to planning and
RIBA Stage 3, however this could prejudice the planning and tender
process, potentially hindering the delivery of new council
homes.
