Approve an award of Contract to Charles
Ramsden under Contract Standing Order (CSO) 9.07.1c.

Reasons for the decision

With the mutual contract termination of the
previous EA, Silver DCC have extensive knowledge of the site,
challenges, and are best placed to provide quality EA services from
Riba stage 1 (Prep & Brief) to Riba stage 7 –
(EoD)

Alternative options considered

Option considered to appoint all consultant
services separately. However, this option was discounted due to the
lower construction value of the scheme. Consequently, these
services were packaged together to encourage a more value for money
service. This approach has enabled the Council to engage with a
multi-disciplinary consultancy that has extensive experience in
providing these services for Council schemes of various sizes, and
most importantly has fundamental insight into the council
ER’s and GLA requirements.
