Authorisation is sought from the Assistant
Director of Housing to approve a waiver of Contract Standing Order
9.01.1 (publication of an appropriate tender advertisement) as
allowed under Contract Standing Order 10.01.1.b) on the basis of
Contract Standing Order 10.01.2 (d)(ii) (Council’s overall
interest) and to approve the implementation of Contract Standing
Order 9.07.1c and award a contract for combined Monitoring
Surveyor, Quantity Surveyor and Clerk of Works services from RIBA
Stages 5 - 7 to John Rowan and Partners LLP for a period of 5 years
and 10 months from February 2024 to December 2029, for a total
contract value of £165,773
