The Head of Programme Management to waive CSO
8.03 for the requirement to obtain quotations via the Corporate
Sourcing Solution and award a contract for the provision of
graffiti removal services, in accordance with CSO 10.01.1(b) on the
grounds set out in CSO 10.01.2 (d) (ii) and pursuant to CSO 9.07.1
(c), to CC Infrastructure Services Ltd. for the one-off removal of
graffiti in and around the Park View Rd. Underpass for the sum of
£21,096.85.
Reasons for the decision
An extensive public art piece is to be
installed on the 68 boundary wall panels leading to the Underpass
through the Colour Way project. The existing graffiti needs to be
removed to enable the project objectives to be achieved, and to
enable the public artwork to have the maximum impact.
Regular graffiti clearance is not currently included in the
Council’s Term Contractor’s maintenance contract
(Veolia). The walls and the physical environment in this area have
therefore suffered increasing graffiti since the project was
identified in the 2016 Tottenham Hale Green and Open Spaces
Strategy, contributing to the area’s intimidating and unsafe
perception.
The one-off removal of the existing graffiti and the installation
of the Colour Way art piece will transform the perception and
experience of the Underpass area, increasing footfall and reducing
the anti-social behaviour.
Three quotations for graffiti removal services were obtained
outside the HPCS process, in order to identify and refine the scope
and methodology with specialist suppliers due to the specific local
constraints, fragmented land ownership, proximity to the railway
and on-going construction programme.
Quotations were received from Veolia’s national industrial
services team, CC Infrastructure Services and County Clean
Ltd.
The quotation from CC Infrastructure Services provided the most
economically advantageous solution for the Council.
A waiver is requested to award the contract to CC Infrastructure
Services.
Alternative options considered
Do nothing: This would not achieve the Colour
Way project objectives as extensive graffiti would still be visible
in the area, both encouraging further anti-social behaviour and
undermining the impact of the public art installation.
Using the Council’s Term Contractor (Veolia) for graffiti
removal: Graffiti removal is not included in the standard services
provided to the Council by the Term Contractor. It was therefore
necessary to source external contractors for these services,
including from Veolia’s national industrial services
division.
Reducing the scope of the commission: excluding parts of the area
or reducing the extent and quality of cleansing would only
partially achieve the project objectives, and would encourage
further anti-social behaviour. It would therefore not represent
value for money.
Selecting an alternative supplier: the winning supplier has been
selected following a competitive process, and represents the most
economically advantageous to the Council.
