The Employees' Consultative Forum (ECF) is the primary body for Harrow Council Members to consult with Union Representatives on matters of mutual interest, making recommendations to the Cabinet. It also promotes equal opportunities in employment, ensuring compliance with anti-discrimination legislation and reviewing progress on equality targets.
The ECF reviews health and safety measures within the Council and comments on performance reports. It also considers the Council's budget during the consultation process. Recommendations from the ECF are made by a majority vote of elected members and are then submitted to the relevant portfolio holder or Cabinet for implementation.
