About

The Social Services Appeals Panel reviews specific decisions related to children and vulnerable adults. It has the power to review the use of secure accommodation for children under the Children (Secure Accommodation) Regulations 1991. The panel also decides on the discharge of patients from guardianship under the Mental Health Act 1983. Additionally, it reviews complaints decisions made under the Children Act 1989 and the National Health Service and Community Care Act 1990, when requested by a dissatisfied complainant. Panels reviewing secure accommodation are chaired by an independent person, and panels hearing complaints comprise three independent persons.
