The full Council, comprising 36 elected members, convenes approximately every six weeks to conduct the overarching business of Havant Borough Council. Chaired by the Mayor, these meetings involve debates and decision-making on council matters. Members of the public can address the Council or ask questions, provided advance notice and adherence to specific rules regarding content and timing are met. The Monitoring Officer has the authority to disallow public addresses that are inappropriate or irrelevant to the Council's functions.
