Purpose
HCC have
provided a range of emergency planning services to district
councils in Hampshire. The scope and nature of these services is
identified in the ‘Agreement for Provision of Civil
Protection across Hampshire’ SLA. Following receipt of an
updated HCC SLA in February 2024 a small number of district
councils indicated they wished to explore alternative approaches to
the delivery of EP services. This work resulted in a few councils
agreeing to a shared EP service. This work has now concluded and a
formal IAA has been agreed between the relevant parties to manage
the service going forward.
Decision
A decision
has made to enter into an Inter-Authority Agreement (IAA) with
Rushmoor Borough Council and Hart District Council for the
provision of support to assist in managing emergency planning
(EP). This is needed to assist the
Authority in the discharge of its responsibilities as a Category 1
responder, under the Civil Contingencies Act 2004
The IAA
replaces the Service Level Agreement (SLA) for emergency planning
that has been in place with Hampshire County Council (HCC) who had
previously given notice of its intention to withdrawal from their
SLA agreement by March 2025.
