Purpose

The
Executive Head of Commercial has responsibility under the Officer
Scheme of Delegation to enter into a contract and effectively
extend the IAA.
 

Decision

A decision
was made in May 2025 to exit the Inter-Authority Agreement (IAA)
with East Hampshire District Council (EHDC) for the provision of
Building Control Services. Whilst Cabinet made the decision in
September to move the service to the BCP from 17 October 2025, this
decision seeks to also continue the IAA with East Hampshire
District Council for a further month to enable continued access to
IDOX Cloud whilst the IT contractor seeks to finalise separating
the Havant and East Hampshire data.
 

Reasons for the decision

Timescales
for removing Havant’s data from East Hampshire’s IDOX
Cloud system to be part of the BCP has taken longer than
anticipated.  Continued access to the
data is essential for business continuity and the IAA provides
appropriate data sharing protocols.
 

Alternative options considered

The
preferred option of separating the data by 17 October 2025 has not
been achievable.
