Purpose

The
Council has shared a payroll provision with four other Councils
since March 2020. The software and payroll bureau service are
provided by Zellis, who are contracted
to another Council and Havant pays a share proportionate to number
of employees towards this total. This agreement will end on 29 June
2025 and the Council needed, therefore, to secure provision to pay
employees and elections staff beyond this date and an associated HR
Information System.

Having
completed the Procurement process, the decision is to award the
contract to Zellis, using the G-Cloud
13 framework agreement terms. This is for a period of 36
months.
 
This
mirrors the existing agreement within the partnership, enabling
continuity of provision and no change to payroll or HR
administration processes for all Council staff. However, the
Council will now be contracted directly with Zellis.
