  Recommendations:  

i.                    Noted the previous decision to introduce charging approved as part of the 23/24 budget setting process.

ii.                  Noted the changes made to the proposal following consideration of the public consultation, including the adoption of a tiered charging model, the decision not to introduce an installation fee, and that consultation feedback reinforced the resident safeguards relating to affordability, financial assessment, individual review, safeguarding and monitoring.

iii.                Approved the introduction of means-tested charging for the Assistive Technology service, with tiered charges based on whether residents receive a Monitoring Only service or a Monitoring and Response service, with a 28-day free trial and no installation fee.
