Decision

 Recommendations:  

i.                     Approved the extension of the existing borough-wide Public Spaces Protection Orders for dog control and alcohol-related anti-social behaviour for a further period of three years until 31 October 2029, having considered the consultation findings, Equalities Impact Assessment and legal advice contained within this report.

ii.                   Approved the proposed variations to the Dog Control Public Spaces Protection Order to introduce requirements relating to the removal of dog fouling and the carrying of suitable means to remove dog faeces whilst a dog is under a person's charge in a public place.

iii.                 Approved in principle the proposed enforcement framework, including a Fixed Penalty Notice tariff of £300 (reduced to £150 for early payment), subject to commencement of the relevant provisions of the Crime and Policing Act 2026 and final legal confirmation.

iv.                Noted the outcome of the public consultation undertaken between 20 July and 6 September 2026, which demonstrated substantial public support for renewal of the existing Orders and the proposed variations to the Dog Control Public Spaces Protection Order.
