Purpose

Decision Taken:
Award of the contract for RIBA Stage 2 design for Villiers Road
Waste Transfer Station (WTS) and Household Reuse and Recycling
Centre (HWRC) Upgrade to WSP UK Limited for a contract period of up
to 7 months (with no expected extensions) for a maximum contract
value of £182,739 ex VAT (£219,287 inc. VAT).

Reasons for Decision:

The 07/11/23 Place Committee meeting approved the delivery of an
initial design project phase to RIBA 2 stage for the redevelopment
of the Villiers Road site. The selected RIBA 2 design is proposed
to be recommended for approval and to progress the project at a
subsequent Committee meeting once the report has been
prepared.

Following the outcome of a commissioning options review, the GW1
was presented to CGB in May 2024 recommending to proceed with a
competitive procedure via the Crown Commercial Services
Construction Professional Services Framework, Lot 1 - Built
Environment.

The council issued tender invitations to all consultants on the
above framework lot in accordance with the agreed strategy. The
tender had a 60% quality / 40% price weighting. WSP UK Limited
provided the most economically advantageous tender return and were
appointed to complete the works.
