RESOLVED that:
 
1.         Bidder
A, as set out in EXEMPT Annex 1 of the report, be
appointed as the preferred bidder for the Waste and Recycling
Collection, Street Cleansing and Winter Maintenance Contract for a
period of eight years from 1 April 2025, with an option to extend
for a further period of up to eight years at the total contract
value as set out in EXEMPT Annex 1;
 
2.        
following appointment of preferred
bidder, authority be delegated to the Executive Director Residents
and Communities, in consultation with the Executive Director
Corporate Services (as Section 151 Officer) and the relevant
Portfolio Holder, to subsequently:
 
(i)         enter
into the Contract with Bidder A, subject to any negotiations
required to finalise the terms of the contract, as permitted by the
Public Contract Regulations 2015, being satisfactorily concluded
and the Chair of Commissioning Governance Board being satisfied
that the final proposed contract does not materially change any
aspect of the proposed solution or commercial terms set out in this
report;
 
(ii)        enter into any other agreements required to enable
contract mobilisation;
 
3.         the
Assistant Director Property be approved to enter into a lease of
the Depot ancillary to the Contract to Bidder A, and on any such
terms as are appropriate to protect the Council’s position;
and
 
4.        
the purchase of the necessary vehicles
to support delivery of the new contract by September 2024 be
approved, subject to agreement of the capital funding allocation by
the Corporate and Resources Committee on 23 July 2024.
