Content
RESOLVED that:
1)
the Hybrid Portfolio Approach be approved as the Council’s
preferred Temporary Accommodation Acquisition Strategy;
2)
the Council seek to acquire c.50 homes within the General Fund for
use as Temporary Accommodation;
3)
a total capital budget of £23.35m (£9.8m in 2024/25 and
£13.55m in 2025/26) be approved to fund the purchase of c.50
homes within the General Fund;
4)
the proposed bid to the GLA Council Homes Acquisition Programme
(CHAPS) for grant funds in support of the purchase of the first
c.50 homes within the General Fund be approved and authority be
delegated to the Executive Director Place in consultation with the
relevant Portfolio Holder to submit the application and negotiate
the terms necessary to secure any grant monies;
5)
authority be delegated to the Executive Director Place, in
consultation with the relevant Portfolio Holder, to enter into any
relevant agreements necessary to support the acquisition of the
c.50 homes within the General Fund;
6)
the principle of establishing of a dedicated special purpose
vehicle, wholly owned by the Council, to acquire c.150 homes to be
used to discharge the Council’s housing duty be approved;
and
7)
it be noted that the establishment,
operation and use of any special purpose vehicle will be subject to
further committee approvals in respect of the structure, governance
and funding arrangements.
