Purpose
Decision Taken:
Appointment of contractor to upgrade the Electrical Lateral Mains
within a number of council residential blocks. The award of the
access agreement in accordance with Council’s Contracts
Regulations to NRT Group Ltd for a contract period of 26 weeks for
a maximum contract value of £324,904.47
Reasons for Decision:
The Council is responsible for 460 blocks of which have the
original incoming and rising electrical mains supplies. At the time
the blocks were built, incoming electrical supply was sufficient
for the demand but the demand has increased considerably over the
years, due to the general use of more electrical equipment. The
communal lighting installed in most of the blocks is not energy
efficient and requires regular monthly maintenance to keep running.
We are currently spending approximately £2k per month on
emergency lighting testing and remedial works.
The outcome of the proposed new contact will provide a new low
energy LED lighting system with remote monitoring therefore,
removing the need for physical monthly inspection (LED lighting
runs at an efficiency rate of approximately 80% compared with
Halogen or Fluorescent lighting). The Contractor will be required
to have a suitable SSIP (Safety Schemes in Procurement) Health and
Safety accreditation and adhere to requirements of the
Council’s HSE Code of Conduct for contractors and appropriate
legislation.
