Purpose

Decision Taken:
Following the outcome of completed procurement exercise via the
Fusion21 Framework, this has resulted in Precision Lifts Limited
being recommended for the award of contract at a total contract sum
of £381,162.

Reasons for Decision:

The Council’s Rose Car Park consists of 417 parking spaces
with 13 levels, and existing lifts serve all levels. Both lifts are
of the same age and are at the end of their useful life, and
obtaining parts for repairs is extremely difficult. Both lifts have
failed in recent times, with repairs carried out and one is
currently in operation however, there is a real risk that this will
fail again.

A lift consultant, Lerch Bates, was
appointed to advise on the technical scope of work required in
replacing both lifts within the existing lift shafts. This informed
the final Specification and an invitation to tender was carried out
in accordance with the Fusion21 Framework via Lot 3
(Passenger/Goods Lifts - Installation, Refurbishment and
Upgrading), to establish a suitable lift contractor to deliver the
requirements.

The outcome of the proposed new contract will provide two new lifts
installed within the existing lift shafts with a new lifespan of a
minimum of 20 years, which should reduce the volume of repairs. The
Contractor will be required to have suitable SSIP Health and Safety
accreditation and adhere to requirements of the Council’s HSE
Code of Conduct for contractors and appropriate legislation.

An asbestos survey will be required and an allowance has been made
in project costs for this survey. This could not be carried out at
an earlier date as access to the lift shafts will be required. An
allowance has also been made for asbestos works should the survey
show that this is required.
