RESOLVED that:
 

1)   
the procurement strategy outlined in the report be approved, which
will result in a contract award to Matrix SCM by entering into a
London Collaboration contract under Lot 1(a) Neutral Vendor, led by
London Borough of Havering on behalf of participating London
Boroughs using the ESPO MSTAR 4 Framework;
 

2)   
Matrix SCM, for the reasons set out in this report and the EXEMPT
Annex 1, be appointed to provide Temporary Agency Workers,
statement of works solutions and permanent recruitment placement
services for hard to fill roles, for a period of two years from 1
February 2025, with an option to extend for a further two periods
of up to two years each for a total contract term of six years at a
total value of £119.1m, with the contract held by Royal
Borough of Kingston and the respective financial contributions from
Kingston of £50.2m and London Borough of Sutton of
£68.9m; and
 

3)   
the recommended approach should be
approved for the recruitment of agency workers via a Neutral Vendor
model as opposed to a Master Vendor model, for the reasons outlined
in this report and the EXEMPT Annex 1.
