RESOLVED
that:
 

1.         the RIBA
Stage 2 (outline) design for the project be accepted and the
project proceeds to RIBA Stages 3 (detailed) and 4
(technical);

 

2.         the
proposed procurement strategy for the procurement of
preconstruction, professional, and design services for a new
leisure and community facility for Kingston, as set out in
paragraphs 45-50 of the report, be noted;

 

3.         the
appointment of the successful bidder, as detailed in
EXEMPT Annex 1, for the
role of principal contractor for the Leisure Centre Project for
RIBA Stage 3 and 4 following a mini-competition be
noted;

 

4.         a
contract for pre-construction, design, and professional services to
the end of RIBA Stage 4 (detailed design) for the new leisure and
community facility in Kingston town centre at a value of
£2.59m is awarded to Alliance Leisure Services
Ltd;

 

5.         a
planning application for the provision of a new community leisure
facility in Kingston town centre be submitted following public
consultation and the conclusion of RIBA Stage 3; and

 

6.         a
further report, with a full business case for the project, be
brought to the relevant Committee prior to the award of the
contract to construct the new community leisure facility for
Kingston town centre at the conclusion of RIBA Stage 4.
