Content

RESOLVED that:
 

1)   
Option 2 (relocation of functions from Guildhall 2 into a
refurbished Main Guildhall with provision of a new build extension)
be approved as the Council’s recommended relocation
strategy;
 

2)   
a multi-disciplinary design team to be procured to develop the next
stage of works; and authority to be given to the Executive Director
of Place in consultation with the relevant Portfolio Holders to
award the appointment of the design team;
 

3)   
a capital budget of £1.440m be
approved to undertake engagement and design work required to
develop the Full Business Case (FBC) for this option. This will
include internal costs as well as the procurement of a
multi-disciplinary technical design team to develop the next stage
of detailed design;
 

4)   
that the Council progresses, with work already underway, to clear
Sessions House (17 Ewell Rd, KT6 6AF) and lease it to a third party
to generate additional income;
 

5)   
that the Council progresses with work already underway to
decommission Guildhall 1, prior to the delivery of the wider
programme; and
 

6)   
with Guildhall 1 and 2 having been declared surplus to
requirements, authority be delegated to the Executive Director
Place, in consultation with the Portfolio Holder for Assets,
Commissioning and Waste, to agree the terms of the disposal of
Guildhall 1 at a price which is in compliance with the
Council’s statutory duty under s 123 (2) of the Local
Government Act 1972 (“the LGA”) to achieve the best
consideration reasonably obtainable.
