RESOLVED
that:
 
subject to
capital funding being approved:
 

1.        
the recommended options (Option 2 and
5b) as set out at paragraphs 14 to 17 of the report for
refurbishment of the Villiers Road site be agreed to be progressed
to detailed design stage;

 

2.         for the
reasons set out in paragraphs 12-13 of the report, authority be
delegated to the Assistant Director Contracts and Commercial, in
consultation with the Portfolio Holder for Assets, Commissioning
and Waste to award any professional services contracts valued above
£1.3m (inclusive of VAT) required to deliver the programme
detailed in this report up to RIBA Stage 2, with an option to
extend to RIBA Stage 6 subject to further Committee approval;
and

 

3.         a
further report be presented to Committee at the conclusion of RIBA
Stage 2 to present the outline design, cost plan and
employer’s requirements and, subject to funding being
allocated to the scheme through the Capital Programme, seek
approval to proceed with the development and submission of a
planning application and the procurement and appointment of a
contractor to undertake the works.
