Purpose

The award of JCT MWD 2016 contract in
accordance with the Regulation 11 (1) Council’s Contracts
Regulations to ICT Concepts Limited for a contract period of 18
weeks (with option to extend for a further 8 weeks plus 12 months
latent defects period) for a maximum contract value of
£1,358,315.36 to deliver John Lewis Partnership landlord
works and tenant 2 fit out works, as per specification included
within the ITT.

Reasons for the decision

Malden Oaks is a specialist, and innovative
SEMH provision for up to 150 Kingston and Richmond students aged
11-19 who benefit from an alternative approach to mainstream
education. Malden Oaks provides a safe and stimulating environment
where students of all abilities are encouraged to have high
aspirations and to develop self-confidence and positive
relationships. This is specialist provision for those who have been
diagnosed with medical, mental health, behavioural or anxiety
conditions who are unable to cope or stay in mainstream schools
 
The appointment of a modular Contractor is to
deliver new facilities to enable provision of specialist education
by September 2023 and to provide a flexible asset for the longer
term with an estimated useful life of 15 years. The modular
(demountable) unit will be a refurbished unit which will be
remodelled to create additional facilities including 4no
classrooms, for up to 20 students, a therapy room, gender neutral
WCs, along with a small reception area, office/ staff room space
for post 16 students.
 
The services and facilities enable students to
follow GCSE and/ or A Level courses in a small setting that can
meet their specific needs. These typically include one or more of:
SEMH, Autism, Speech and Language and Dyslexia.
 
The outcome is to provide a stimulating and
safe environment for students and staff to engage in learning and
development.
 
Overall, the recommended award of the contract
to M-AR Ltd follows a compliant tender evaluation process and
satisfactory assessment of a number of criteria including proposed
delivery of the project, quality method statement response, and the
assurance of cost certainty.
