Purpose

Approval is sought for the County Council to
enter into an agreement for an obligation on the developer to
pay:
 
1.A Travel Plan Contribution totalling
£6,000 to enable Lancashire County Council to monitor and
support the development, implementation and review of the Full
Travel Plan.
 
2.£84,000 to be paid to the County
Council towards the provision of improvements to sustainable
transport links along Tong Lane.
 
Rossendale Borough Council's Planning
Committee have resolved to approve the application, subject to
various conditions and subject to an agreement to cover related
matters.
 
Authority to take this decision has been
delegated under the Scheme of Delegation to Heads of Service.
 
It is recommended that the Director of Law and
Governance is authorised to enter into an agreement under Section
106 of the Town & Country Planning Act 1990 in connection with
the proposed development, providing for obligations on the owner or
developer of the land to pay a sum of £6,000 and
£84,000.
