Purpose
The purpose of these proposals are to support
the improved amenity in Preston City Centre, specifically on
Friargate with improved pedestrian and cycle access and linkage
across Ring Way.
The proposed Moving Order containing Prohibitions of Driving
including provision for obstructions to be placed on the highway in
accordance with Section 92 of the Road Traffic Regulation Act 1984
along with change to One-Way Traffic to facilitate the Prohibitions
of Driving
Consultations
Formal consultation was carried out between 4 November-2022 and 2
December-2022 which included advertising in the local press and
notices being displayed on site. Divisional county councillors were
consulted along with the council's usual consultees and the
consultation documents posted on the council's website.
These proposals were originally approved by Cabinet on the 2
February-2023. However during construction further comments were
received in relation to the times for the Prohibition of Driving
along the main section of Friargate.
Officer's Response
Having considered the responses officers reviewed the proposals to
introduce a prohibition of driving (except pedal cycles) 10am
– midnight and midnight to 6am with the intention of
introducing a less restrictive scheme which will alleviate the
concerns raised by the businesses in the area. A modification was
carried out to defer the proposal allowing the Order to be made in
part and an Experimental Order to progress with a Pedestrian and
Cycle Zone No Motor Vehicles except for Permit holders 6am-11am
whereby the restriction can be assessed to ensure adequate access
for businesses to undertake servicing and the city council to
undertake their duties.
Formal consultation of the modification was carried out between 27
September-2024 and 18 October-2024 which included notices being
displayed on site. Divisional county councillors were consulted
along with the council's usual consultees and the consultation
documents posted on the council's website.
No Objections were received in relation to the Modification to
defer the original Prohibition of Driving except cycles
10am-midnight and midnight-6am and make the order in part.
