Purpose
This
report requests approval of a waiver of the Council's Procurement
Rule 9 to hire a Static Hot Box at Cuerden Depot.
A hot box enables the storage of asphalt on LCC premises, having
one on-site provides more flexibility to Highways and its approach
to repairing defects. Having hot material available 24 hrs a day
allows work to be undertaken in busy areas (town centres, busy
roads) out of hours, and on Sundays when asphalt plants are closed.
The flexibility afforded by having the hot box also enables
Highways to effectively achieve its KPI targets to repair
defects.
