Purpose
As
part of the Lancashire Devolution Deal, the Ministry of Housing,
Communities and Local Government will allocate a £20m capital
settlement to Lancashire. The capital funding will support
innovation-led growth and net zero ambitions across
Lancashire.
In
the absence of an established Combined County Authority, the
Ministry of Housing, Communities and Local Government has
determined that Lancashire County Council will act as the
Accountable Body and distribute the funding to individual projects.
This report therefore proposes that Cabinet approves that
arrangement.
This
is deemed to be a Key Decision and the requirements of the
council's Cabinet procedure rules (Standing Order C19, General
Exception to the Publication of the Intention to make a Key
Decision) have been complied with. Compliance with Standing Order
C18 (Consideration of Key Decisions) was not possible due to the
notification from the Ministry of Housing, Communities and Local
Government on payment timescales only recently being
received.
