The collaborative interim plan be

presented at Appendix B of the report; and

immediately for the purposes of Standing Order C28(3) as any delay
could adversely affect the execution of the county council's
responsibilities. The reason for this is that the Interim Plan must
be submitted by 21 March to meet the government's deadline, and any
delay could put at risk the process of local government
reorganisation and devolution in Lancashire.
