Purpose

Approval is sought to
receive £300,000 from Ribble Valley Borough Council whilst a
S278 agreement is being drafted to deliver Market Place (Clitheroe)
footway renewal and replacement of new street furniture (Public
Realm type works). No works will be delivered until the S278 has
been entered into which will include the requirements for the full
cost of the works and any associated costs are fully funded, in
this case by Ribble Valley Borough Council, that might exceed the
£291,172 cost estimate.
Approval is also
sought to accept the financial contribution of an initial
£300,000 by Ribble Valley Borough Council to construct the
Public Realm type works by LCC Operations.
The scheme is a
continuation of the Castle Street works that were constructed in
2024, using the same pallet of materials etc.
Authority to take this
decision has been delegated under the Scheme of Delegation to Heads
of Service.
it is recommended that
LCC finance is authorised to accept £300,000 as an initial
payment for the Market Place works. The fund will be assigned to a
project specific Market Place, Clitheroe Programme and Project
Management System (PPMS) code, that will be set up for the
project.
