Purpose
BACKGROUND
The former LCC PID&T Committee, at its meeting on the 8th
September 1993, resolved, in respect of Biological Heritage Sites:
'that following consultation with English Nature, Lancashire
Wildlife Trust, District Councils and other interested bodies, the
County Planning Officer be authorised to finalise the guidelines
and sites list and keep them updated'. This authorisation was
delegated under the Scheme of Delegation to Heads of Service.
The BHS Review is not a complete review of the site list, rather it
seeks to maintain the integrity of the list by addressing the need
for any revisions that have arisen since the preceding
review.
Major amendments are those which involve changes to the extent of
BHSs in a more significant way, including the addition and deletion
of sites, and revisions to the boundaries of existing sites.
Amendments are made with reference to a published set of guidelines
(BHS Guidelines for Site Selection)

Major amendments to the BHS list are agreed by the BHS Review Panel
and require authorisation (as detailed in the Biological Heritage
Sites Review Process (2024)).
Proposed amendments to the BHS Register may arise as a consequence
of a variety of factors including for example: availability of new
information, intensification of agricultural land management, loss
to development, revisions to the published Guidelines for Site
Selection, and positive conservation action.
Decision to be taken: To approve and adopt the changes to the
Biological Heritages Sites Register in accordance with those agreed
by the Biological Heritage Sites Review Panel (2017), as presented
in Appendix 1.
