Purpose

Approval is sought for the County Council to
enter into an agreement for an obligation on the developer to
pay:

1. A Travel Plan Contribution totalling £12,000 to enable
Lancashire County Council to monitor and support the development,
implementation and review of the Full Travel Plan.

2. £15,000 (Index Linked) to be paid to the County Council
towards the provision of improvements to footpaths 22, 23 and 24
within the vicinity of the development site.

When consulted by Lancaster City Council on a planning application
for a Hybrid Application comprising a full application for the
erection of 71 dwellings with associated vehicular access, and an
outline application for the erection of up to 87 dwellings, the
County Council responded requesting that the developer should be
required to contribute monies totalling £12,000 for Travel
Planning and £15,000 for footpath improvements to support
sustainable transport.

Lancaster City Council's Planning Committee have resolved to
approve the application, subject to various conditions and subject
to a Section 106 Agreement to cover related matters.

Authority to take this decision has been delegated under the Scheme
of Delegation to Heads of Service.

It is recommended that the Director of Law and Governance is
authorised to enter into an agreement under Section 106 of the Town
& Country Planning Act 1990 in connection with the proposed
