Purpose

The purpose of this report is to present the
findings of the Efficiency Review to date, outline the approach
taken, note the efficiency opportunities identified and seek
Cabinet approval for the next phase of work.
 
Appendix 'A' details the outputs from the
first phase of the Review, which have informed immediate actions
and early iterations of the preliminary assessment of the 2026/27
budget, which is included in a report on the agenda for this
Cabinet meeting.
 
Appendix 'A' also sets out proposals for phase
two of the work, which will focus on refining identified
opportunities, accelerating delivery (subject to approval), and
identifying further efficiencies. Crucially, the next phase of work
will embed this approach as a sustainable discipline, ensuring
efficiency becomes part of business-as-usual and positioning the
Council to deliver better outcomes for residents while maintaining
financial resilience.
