Purpose

The purpose of this proposed Order is to address road safety
concerns of vehicles travelling along Earby Road on the wrong side
of the road due to parked vehicles close to the bend at the bottom
of "Klondike Hill", as it known locally, by introducing No Waiting
At Any Time restrictions on the eastbound approach to the bend.
This proposal also addresses concerns of pedestrian safety whereby
pedestrians are forced to walk along the carriageway due to
vehicles parking partially on the footway on the eastbound approach
to the bend.
REASONS UNDER Section 1 of the RTRA
(a) for avoiding danger to persons or other traffic using the road
or any other road or for preventing the likelihood of any such
danger arising, or
(b) for facilitating the passage on the road or any other road of
any class of traffic (including pedestrians

The purpose of this proposal is to address issues of inconsiderate
parking preventing buses and other large vehicles from travelling
along this section of Barley Lane. The proposal extends the
existing No Waiting At Any Time restriction on the south-west side
of Barley Lane to prevent obstructive double-parking along this
section whilst retaining unrestricted on-street parking potential
on the north-east side

The purpose of this proposal is to amend the bus stop to include a
12-metre Bus Stand restriction to allow bus drivers to take a break
and to use the nearby facilities, where this is not possible with
the current Bus Stop Clearway, following a report that a bus driver
received a Penalty Charge Notice whilst taking a required
break.
This proposal also revokes the Disabled Parking Bay on the
south-west side of Station Road outside the Civil Hall. There is
currently a No Waiting restriction which runs along the south-west
side through the disabled parking bay, making both restrictions
unenforceable. The decision is to remove the disabled parking bay
as there are other nearby parking facilities including disabled
parking spaces on the Civic Hall car park.
This proposal also revokes and reinstates all other historic
parking restrictions on Station Road to ensure the order matches
what is present on site, allowing for effective enforcement.

(f) for preserving or improving the amenities of the area through
which the road runs
Consultations
Formal consultation was carried out between 26 September 2025 until
24 October 2025 which included frontagers to the proposed location
of the Bus Stop being notified and notices being displayed on site.
Divisional county councillors were consulted along with the
council's usual consultees.
