Purpose

Decision made to proceed with a single BSIP, Enhanced Partnership and Concessionary Travel Scheme for the LCCA area.

Decision

Denise Park, Head of Paid Services, Lancashire Combined County Authority, in consultation with other Statutory Officers at the LCCA Leadership meeting on 6th November 2025, took a decision to:

  (i)  Authorise Lancashire County Council officers, in co-operation with colleagues from Blackburn with Darwen Borough Council and Blackpool Council, to commence work on a single Bus Service Improvement Plan for the Lancashire Combined County Authority.

  (ii)  Authorise Lancashire County Council officers, in co-operation with colleagues from Blackburn with Darwen Borough Council and Blackpool Council, to commence work on a single Enhanced Partnership for the Lancashire Combined County Authority.

 (iii)  Authorise the Director of Highways and Transport, Lancashire County Council to issue a Notice of Intent to Create an Enhanced Partnership and Invitation to Participate on behalf of Lancashire Combined County Authority.

 (iv)  Authorise Lancashire County Council officers to create and publish a draft and subsequent finalised Concessionary Travel Scheme for 2026/27 on behalf of Lancashire Combined County Authority and in line with the statutory timeline.
