Purpose

In order to continue support being provided to
the Adult Services transformation programme, a procurement process
was conducted via a direct award process under the NEPRO3 Framework
Agreement (Bloom Procurement Services act as a Neutral Vendor and
award a Specialist Professional Services Provider). The process is
compliant with the call-off procedure set out under the NEPRO3
Framework Agreement as well as with the public procurement
regulations and Lancashire County Council's Procurement
Rules.
