Purpose

In order to continue support being provided to
the Adult Services transformation programme, a procurement process
was conducted via a direct award process under the NEPRO3 Framework
Agreement (Bloom Procurement Services act as a Neutral Vendor and
award a Specialist Professional Services Provider). The process is
compliant with the call-off procedure set out under the NEPRO3
Framework Agreement as well as with the public procurement
regulations and Lancashire County Council's Procurement
Rules.

Matt Emerson, Director of
Strategic Commissioning & Quality, took a decision to
award a contract for a delivery partner to support the Adult
Services transformation programme to Ernst and Young
LLP.  The procurement was conducted via
a direct award process under the NEPRO3 Framework Agreement (Bloom
Procurement Services act as a Neutral Vendor and award a Specialist
Professional Services Provider to complete the services, which is
EY).  The process is compliant with the
call-off procedure set out under the NEPRO3.

23/02/2026 with an immediate commencement date.  The total value of the contract is
£130,000.
