Purpose

Approval is sought for the County Council to
enter into an agreement for an obligation on the developer to
pay:

1. A Highway contribution of £2,271.79 per dwelling towards
the Lancaster Travel and Transport Infrastructure Strategy, the
contribution will be utilised towards 6 initiatives within the
strategy:
• The Pointer Roundabout,
• The Lancaster Centre Gyratory,
• A683 Caton Road,
• A6 Slyne Road,
• The local highway network around the M6 Junction 34
• The Lancaster Area Wide local road management changes.

Authority to take this decision has been delegated under the Scheme
of Delegation to Heads of Service.
It is recommended that the Director of Law and Governance is
authorised to enter into an agreement under Section 106 of the Town
& Country Planning Act 1990 in connection with the proposed
development, providing for obligations on the owner or developer of
the land to pay a sum of £2,271.79 per dwelling towards the
Lancaster Travel and Transport Infrastructure Strategy.

The outline planning applicant was for up to 80 dwellings,
therefore if the total of 80 dwellings is brought forward at the
reserved matters application stage this would equate to a total
contribution of £181,743.
