Purpose

The purpose of this report is to
provide an update on the conclusion of the transfer of the existing
£19.4m Growing Places Fund from Lancashire County Council to
the Lancashire Combined County Authority (LCCA). This follows the
in-principle approvals and the delegated authority agreed at the
LCCA’s meeting in June 2025.
 
In concluding
the transfer, the report seeks the support of the LCCA to adopt a
refreshed Investment Strategy for 2026/27 and rename the fund as
the Lancashire Investment Fund, with the aim of better promoting
and deploying the Fund, which will drive growth in Lancashire
whilst also increasing the financial resources available to the
LCCA via the interest generated on loans made.
