Purpose

Bikeability funding is
distributed annually to local highway authorities by the executive
agency Active Travel England (ATE). Grant recipients can choose to
run Bikeability training or can choose to appoint training
provider(s) to manage cycle instructors on their behalf.
 
LCC opted to appoint training
providers to deliver the training on its behalf and ran an Above
Threshold Open Procedure under Schedule 3 of the Public Contract
Regulations 2015, in 2023 to establish a multi-provider,
multi-lotted framework for the periods 2024/2025, 2025/2026,
2026/2027 and 2027/2028. The framework had an initial period of 12
months running from 1st April 2024 to 31st March 2025, with an
option to extend beyond the initial term to a maximum of a further
36 months, in tranches of 12 months.
 
LCC is exercising the
permissible option to extend the framework agreement for a period
of 12 months. The extension will run from 1st April 2026 to 31st
March 2027.

John Davies, Head of Service
Highways Network Management, on behalf of Matt Townsend, Director
of Highways and Transport, took a decision to extend the framework
for the Provision of Bikeability Training in Lancashire. The
extension will commence 1st April 2026 and run to
31st March 2027 as permitted in the current terms and
conditions of the framework, of which the initial periods are due
to expire 31st March 2026. The extension is complaint
with the Council Standing Orders and the Public Contract
Regulations 2015.
