Purpose

This report seeks Cabinet endorsement of the Lancashire Child and Youth Justice Plan for 2026/27 prior to consideration by Full Council for approval. Approval is required under Regulation 4 of the Local Authorities (Functions and Responsibilities) (England) Regulations 2000.

The Lancashire Child and Youth Justice Plan 2026/27 details the strategic and operational vision for delivering effective Youth Justice services. The Plan aligns with the Youth Justice Board strategy for 2024-2027, with a focus placed on reducing offending and creating safer communities through a child-first, trauma-informed, and restorative approach.

The plan has been developed through partnership working and consultation, including input from the Youth Justice Management Board, statutory partners, children and families, victims, staff and volunteers. Its structure follows national Youth Justice Board guidance and reflects local priorities and lived experience.
