The Council is the primary decision-making body of Leeds City Council, comprising all ninety-nine elected members and chaired by the Lord Mayor. It typically meets six times a year to receive deputations, hold question time, consider recommendations from other committees, debate member-submitted motions, and approve key strategic matters including the budget and Council Plan.
Special meetings are convened to bestow honours such as Honorary Alderman/Alderwoman or Freedom of the City, recognising significant contributions to the city. The Annual meeting elects the Lord Mayor and sets committee arrangements for the municipal year. While efforts are made to allow public attendance, seating capacity may limit access.
